Stephanie S. Amos

Program Evaluator, Ph.D. (1987) and Masters in Education (1981), University of Toronto, Canada; BA University of Western Ontario, Canada. Dr Amos is currently the Program Evaluator for the Regional Geriatric Assessment Program – Ottawa where she is responsible for multi-site evaluations and the on-going planning and assessment of geriatric services in the region. She has participated in numerous research projects examining the needs of seniors and their caregivers, their use of acute care services and their transition from hospital back to the community. She is a former President of the Youth Science Foundation, a national charitable foundation responsible for promoting a science culture within Canada’s schools. Her interest in the development of scientific and engineering human resources is reflected in her previous work for the Science Council of Canada, the National Conference on Technology and Innovation and the International Development Research Centre. In addition to her work in science policy, Dr. Amos has done considerable consulting on issues related to addictions and family violence and includes the National Parole Board, the Women’s Action Centre Against Violence, and the Addictions Research Foundation among her clients. She received a Community Service Award from the Ontario Ministry of Correctional Services for her volunteer work.  Doctor Amos has an extensive record of publications .

Carlos Aramburu

Anthropologist, Master of Science in Demography, London School of Economics and Political Sciences, London, U.K. (1975-76). Post-Graduate studies in Development Studies in Economics and Rural Development, Cambridge University, U.K. (1972-73). Licenciate in Social Anthropology, Pontificia Universidad Católica del Perú (1972-73). Currently, he is the Executive Director of the Economic and Social Research Consortium (CIES) grouping 27 universities and centres in Peru; Advisor to the Ministry of Women and Human Development (PROMUDEH); and Professor of the Master Programs on Management of Social Programs and on Public Health, Universidad Peruana Cayetano Heredia.  He is a former Advisor to the National Program on Reproductive Health in Peru; Associate Researcher at the Centro Investigación de la Universidad del Pacífico; and former Associate Professor in Anthropology and Demography, Pontificia Universidad Católica del Perú.  He has served as Visiting professor of Amazonian Studies at the University of Florida, Gainesville; Visiting Researcher on Population and Environment at the University of Michigan; Peru representative to the WWF; President of the National Population Council, Peru; and Regional Vice- President for Latin America of Pathfinder International. His consulting activities include GTZ-Bolivia; Packard Foundation; the World Bank; Conservation International; UNFPA; OPS; PROMUDEH; the European Union; and USAID-CONCYTEC-UNDP.  He has 54 publications on topics related to the colonization of the Amazonian; internal migration, population policies, poverty and social exclusion and social management.

Armando Arredondo

Dr Arredondo has a degree in Medicine and Surgery from the Metropolitan University in Mexico (1985); a Master of Science degree in Health Systems with focus on Health Economics, School of Public Health of Mexico (1988); and a Doctorate in Sciences of Public Health with focus on Health Systems, School of Public Health. Mexico - London - Cambridge (1996). At the Pan-American Health Organization he completed a Specialty in International Health and Health Economics (1990), and pursued post graduate studies at the University of London (1991), at Harvard University (1994), and at the University of Montreal, Canada (1998).  He is currently the principal researcher a researcher of the project Costs and Financial Consequences of Epidemiological Changes with the INSP and the project Financing and Equity in the Context of Health Decentralization in Mexico. Other positions held by Dr Arredondo include President of the College of Health Systems and Policies, Head of the Health Financing and Costs Department of the National Institute of Public Health; Senior Professor in Organization of Health Systems and on Health Economics; and Coordinator of the Master Degree Program on Health Economics, School of Public Health of Mexico.  His consulting experience includes the World Bank, the Pan-American Health Organization, the Ministry of Health of Mozambique, and the Inter-American Development Bank.  His areas of expertise include the design of a monitoring cost-pricing system for health services in developing countries; health financing; health care reform; and the assessment of cost and price of health services in countries of Latin America and Africa. He is the author of multiple scientific publications, scientific articles and books.

José Blanes Jiménez

Sociologist, Master in Sociology and Social Sciences, Pontificia Universidad Catolica, Peru (1976). Licenciate in Theology, Universidad Pontificia de Salamanca, Spain (1965).  Currently he is Deputy Director of the Bolivian Center of Multidisciplinary Studies (Centro Boliviano de Estudios Multidisciplinarios - CEBEM) responsible for the area of regional development and social policies; Professor at FLACSO; Coordinator of the International Research and Action Network on Local Development (Red sobre Investigación y Acción en Desarrollo Local - RIADEL); and President of the Inter-American Society of Planning. He has an extensive academic and research experience as former Director of Sociology at the Universidad Mayor de San Andres; and as Coordinator of a join Master Program with the Latin American Faculty of Social Sciences (Facultad Latinoamericana de Ciencias Sociales - FLACSO) on Local Development and Public Management.  His consulting activities include Habitat-Nairobi, IDRC, ILO, OXFAM-UK,UNDP, UNPF, UNICEF, UNESCO WHO, the World Bank and the European Union in various countries in Latin America.  His publications include 12 books and several articles on population issues, drugs and environmental issues, and decentralization and social programs.

María Antonia Gallart

Education. Ph.D. Comparative Education, (1983) and M.A. in Education (1978), University of Chicago, U.S.A. Licentiated in Sociology, Universidad del Salvador, Argentina (1971). Dr Gallart is currently Principal Researcher at the Centro de Estudios de Población (CENEP) in Buenos Aires Argentina; Professor of Research Methodology at San Andres University and Educational Reform and School Authonomy at Di Tella University. Member of CEART, a Joint Experts Committee of ILO-UNESCO. She is the former Regional Coordinator of the Latin American Network on Education and Work, and former of the Argentinian National Council on Technical Education, of the Consultative Committee of a CEPAL-GTZ project on professional training for Latin America and the Caribbean, and of the Consulting Council of IIEP-UNESCO. She has taught at the Universidad Nacional de Lujan; the Universidad de Buenos Aires; and the  Universidad del Salvador. Her international consulting and research experience includes work with IIEP-UNESCO; OAS; IADB; The Workd Bank; PRESTNU; YPF Foundation; and the Argentinian Ministries of Education, Finance, and Labour. She has an extensive record of publications including numerous books and articles.

Terrance M. Hunsley

Mr. Hunsley holds M.A. in Sociology, a Master in Education (M. Ed.), and a professional diploma in Public Administration. He is currently the Director General of the International Center for the Prevention of Crime in Montreal, and President of the Advocate Institute of Human Resources, a national non-profit research and development organization.  He is a Fellow of the School of Policy Studies at Queen's University and the Program Director of the Queen's International Institute on Social Policy.  He is the former Executive Director of the Canadian Council on Social Development (CCSD), and a former senior public servant at federal and provincial levels, including Director of the Social Services Division, Health and Welfare Canada. He has also taught international comparative policy and administration,  and management of non-profit  organizations. His international consulting experience involves work in management and public policy in Canada, Latin America, Eastern Europe and Asia Pacific, including the Federation of Canadian Municipalities; the International Council on Social Welfare; the Canadian Association of Social Workers; the Institute on Work and Health of Ontario; Health Canada; IDRC; Human Resources Development Canada; and the Philippines National Council on Social Development.  He has worked recently with municipal governments on Quality of Life Monitoring Systems, with the Canadian biotechnology industry in management development,  and in internet-based publishing. His publications include four books and over 50  articles in professional and academic journals.  During the eighties he wrote regular commentary for sixteen  major Canadian newspapers.

Segio Martinic Valencia

Sociologist, Doctor in Sociology, Université Catholique de Louvain -la- Neuve, Belgium (1994); Master in Social Sciences, FLACSO, Mexico (1983), and Licenciate in Anthropology, Universidad de Chile (1976).  He is currently The Chaiman of the Doctoral Program Education Sciences at the Faculty of Education, at the Pontificia Universidad Catolica, Chile. Former Director of the Center of Research and Development of Education (Centro de Investigación y Desarrollo de la Educación, CIDE - Chile).  His experience included extensive research on education in Chile and other countries in Latin America. His research interests include the evaluation of reformed social and education policies in Latin America; the analysis of the social and cultural determinants of these processes; and methodology design in project evaluation.  His expertise is on issues related to education and training, community-based and popular education, and youth programs.  His international consulting work includes projects with OECD, UNESCO, CEAAL, the Inter-American Foundation (IAF), the World Bank, the Inter-American Development Bank, CESO, HIVOS, DANIDA, and the International Youth Foundation.  He has an extensive record of publications including research projects, technical studies, and peer reviewed publications.

Juan Enrique Opazo

Sociologist, University of Chile, Chile (1990). Mr. Opazo holds a Diploma in Planning and Social Programming from the School of Social Planners of the Economic Commission for Latin America (CEPAL) and SUR. His professional experience as a consultant for international and regional organizations includes the German Agency for Technical Cooperation (GTZ) in Honduras; the National Secretariat of Education and the Ministry of Housing in Honduras; The World Bank; the Inter-American Development Bank; UNICEF and UNDP. In this capacity, he participated in the preparation of the Human Development Reports for Chile (1996 and 1998) and Honduras (1999 and 2000). He has also served as a consultant for the Investments and Export Development Foundation (FIDE) in Honduras, and PREAL a regional program in education. His academic experience includes teaching at the University of Chile, University of La Serena and University Diego Portales in Chile, and the National Pedagogical University and the Catholic University in Honduras. Mr. Opazo has played a leadership role in a number of research initiatives and produced several publications .

Dieudonné O. Ouedraogo 

Doctor Ouedraogo has Doctorat de 3ème Cycle en Lettres et Sciences Humaines, Université de Bordeaux III, France (1976) and a Doctorat d'Etat ès Lettres et Sciences Humaines, Université de Bordeaux III, France (1986).  He has twenty five years of experience in analysis, evaluation and capacity building in sub-Saharan Africa in the fields of population and development, strategies for poverty reduction, and social policy.   He is currently the President of the Centre d'Appui Scientifique et Technique aux Politiques Sociales en Afrique (CAST / PSA).  His expertise includes the regional coordination of the Social Policy Nertwork for West and Central Africa; the management and leadership of national and regional research centers and multidisciplinary research networks in Western and Central Africa; the development of links with the scientific community, research institutions and universities; and knowledge of national, regional and international institutions of research for development and technical and financial co-operation. He has carried out regional consulting assignments for bilateral and multilateral development agencies including the formulation, execution, follow-up and evaluation of research programs; the development of indicators and follow-up mechanisms for the evaluation of social policies and programs; the development of human and institutional research capacities; the promotion of policy use of research results; and the reinforcement of dialogue between policy makers, researchers, and development experts. He has an extensible record of publications including two books and several articles published in Africa, Europe and North America

Dr. Pilotti has a Ph.D. in Sociology and Demography (1979) and a Master of Arts in Urban Sociology (1975) from Fordham University, New York, NY, USA. He is a Licenciate in Sociology from the University of Chile (1972). He holds Diplomas in Social Policy and Management, Inter-American Development Bank, Washington, DC., (1996) and Organization and Management, from the Department of Economics, University of Chile (1981). He is currently the Social Policy Coordinator of the Unit for Social Development and Education in the Organization of American States (OAS) in Washington, DC, USA, and spokeperson for the OAS in social policy and poverty issues. Former Chief of the Social Affairs Unit at the Inter-American Children's Institute of the Organization of American States (IACI), Montevideo, Uruguay (1987-97); Deputy Chief of the Technical Department at the National Service for Children (SENAME) in Santiago, Chile (1981-85); Consultant for the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile (1979-81); and Lecturer at the City University of New York, New York, USA (1974-79). Renán Rápalo Castellanos

Social Theory. Doctor of Philosophy, University of Texas at Austin, USA (1998). Licenciate in Philosophy, Universidad Nacional Autónoma de Honduras 1989). He is currently the Director of the External Unit for the Evaluation of the Quality of Education (Unidad Externa de Medición de la Calidad de la Educación, UMCE- Honduras) and professor of epistemology and logic at the National Autonomous University of Honduras (UNAH). He has received extensive training on research and evaluation of social, education and development policies and programs at the United Nations Development Program (UNDP), The World Bank, IPEA (Brazil) and the University of Harvard, USA. His experience and research interests include research and evaluation of social and education policies and programs in Latin America; analysis of the social and cultural determinants of poverty / development and the quality of education, and methodology and design of project evaluations. His expertise is on issues of research and measurement of the quality of education and its determinants; impact-evaluation of social projects, and analysis of development policies and programs. His research and international consulting activities includes projects with the United Nations Development Program (UNDP), the World Bank, the Inter-American Development Bank, the Academy for Educational Development (AED) and PREAL. María Angélica Sepúlveda

Psychologist, Master of Philosophy, University of Cambridge, U.K. Specialty in Cognitive Development and Family Therapy, Tavistock Clinic and Family Therapy Institute, London. Postgraduate studies in Social Psychology, UCV, Venezuela. Ms. Sepulveda is currently the Director of the Centro de Investigaciones para la Infancia y la Familia, CENDIF, (Center of Research on Childhood and the Family) at the Universidad Metropolitana, Venezuela. She is a member of the International Society against child abuse, and member of Childwatch International, and organization based on Oslo and Cambridge University grouping over 32 research institutions. She is a faculty member in Community Education, Schools of Education and Psychology (recently created by Dr Sepulveda and two other colleagues) in the Universidad Metropolitana. Among others, her work includes projects on evaluation of child-family programs, development of educational materials, mothers and children in prison, drug use among youth, comprehensive assistance programs to children and youth, youth and micro enterprises, and early mother-children interaction. She has been the recipient of several international awards, including the University of Cambridge Overseas Award, the Innovation Award the University of Sorbonne, France, and the Project innovation Award of the World Bank. She has an extensive record of publications.

Enrique Vasquez Huamán

Economist, Ph.D., M.Sc, Public Policy, University of Oxford. U.K. (1995). Licenciate in Economics, Universidad del Pacifico, Peru. He is currently Professor of Economics and  researchers at the Research Center of the Universidad del Pacifico; Regional Ccoordinator for Latin America and the Caribbean of the International Labour Organization; Coordinator of the Latin American Program on Social Policy; Executive Director of the Centre for the Promotion of Small Enterprises (PROPYME); and Latin American Editor of the Journal of Global Social Policy, Helsinki.
