Assessment
of Support to Networks and Prospects. Alliance for Health Policy
and Systems Research (AHPSR)
Activity: In response to a mandate
from the AHPSR Board, SDP Ltd carry out an evaluation
and prepared a strategic plan for future collaboration between the
Alliance and regional and country networks working on health policy
and systems research. The project included a consultation workshop
with regional and country networks supported by the Alliance, a
follow-up survey with the participants, a review of documentation,
and the preparation of policy recommendations and a strategic plan
of action.

Basic
Education Teacher Training Reform in Ecuador. Collaboration with
ESD International Consulting
Activity: SDP Ltd collaborated
with ESD preparing materials and research information for a study
on teachers training reform in basic education in Ecuador supported
by the IADB. The collaboration included preparing information relevant
to ESD mapping the supply and demand trends for teachers, their
qualifications, their distribution and rate of turnover as a preliminary
step to addressing the operating conditions of the teaching profession
in terms of organization and management, career mobility, and accreditation
and incentives.

Assessment of Tertiary
Education in Panama
Activity: Evaluation of the Tertiary / Higher Education
System of the Republic of Panama and its capacity to deliver quality education and
training in response to labour market demands for technical knowledge and skills in
strategic sectors of the economy. SDP designed the project evaluation, built a team
of experts to work in collaboration with local government officials and provided the
clients with policy recommendations and a plan of action.
Clients: Inter-American Development Bank (IADB) and the National Secretariat of
Science, Technology and Innovation of Panama (SENACYT).
Collaboration
with the Canadian Foundation for the Americas. 
Activity: SDP participated in the IV FOCAL Forum of
Hemispheric Experts, "A New Agenda for Latin America?" Daniel Morales-Gomez
presented an examination of the current state of education reform in the region,
highliting the importance of capacity building as a central component of future strategic
directions.

Project
Development. Improving Quality of Basic Education in Piura, Peru:
Activity: Participation in a Design Mission, led by Agriteam
Canada, of a CIDA funded project on Improving Basic Education in Piura, Peru. SDP
provided the project team with technical advice in education policy and contributed to the
development of the project five-years implementation plan using a Results Base Management
(RBM) approach.

Promotion of CIES
Institutional and Research Program in Washington DC, USA
Activity: Promotion of the research and training program of the Peruvian Consortium
for Social and Economic Research (CIES - Consorcio de Investigación Económica
y Social ), a network of over 30 universities, research centers and social science
institutions in Peru. SDP provided CIES with technical and strategic advice
for the promotion of CIES research projects and training activities among donor agencies
and selected universities in the USA. The activity included joint SDP / CIES visits
to institutions in the Washington D.C. area and the development of partnerships between
Peruvian and USA institutions.

Social Policy
Perspectives in Latin America
Activity: Paper Capacity Building in Social
Policy Research and Training. Contribution to the workshop Perspectivas de
la Política Social en América Latina organized by the Instituto Interamericano
para el Desarrollo Social (INDES), Inter-American Development Bank (IADB). The event
brought together twelve social policy experts from Latin America to debate and identify
research and training priorities as an input into INDES programming.

Project Development and
Identification of Funding Sources
Activity: Technical assistance to the Centro de
Investigación y Desarrollo de la Educación (CIDE) in Santiago, Chile, and to the Red
Latinoamericana de Información y Documentación en Educación (REDUC). Development and
marketing of project proposals among key donor agencies and foundations. SDP
assisted CIDE-REDUC in the re-design of project proposals, provided CIDEs managers
with strategic advice and information on donors priorities and procedures, and
prepared information materials for the marketing of the CIDE-REDUC program.

Assistance to ILO Program
on Boosting Employment Through Small Enterprises
Activity: Design and development of a theoretical and
methodological framework and a survey instrument for the Youth Livelihood and Enterprise
Initiative of the In Focus Program on Boosting Employment Through Small Enterprises

Review of the Mexican Federal
Health System
Activity: Dr Armando Arredondo, a SDP Associate and member of the
Mexican National Institute of Public Health, prepare an overview on the Mexican Federal
Health System as an input into a global review of social policy systems by Queens
University. The report was presented at conferences in Brazil and Mexico and will form
part of a book on comparative health systems to be published by Queens University.

Social Investment Funds
(FIS). Evaluation of Training Activities of the Red Social
Activity: Diagnosis and evaluation of the training program of the Red Social
(Network of Social Investment Funds) funded by the Inter American Development Bank (AIDB)
and identification of lessons learned. The assessment included a review of annual
meetings, workshops, courses, and international internships. Training needs and new
training modalities were identified to improve the current program. A report on the
Social Network for Latin America and the Caribbean: Lessons Learned and
Perspective of Cooperation Among the Social Investment Funds will be published
by the Organization of American States (OAS).

Country Education Profiles.
Southern Cone. Latin America 
Activity: Input into CIDAs Americas Branch strategic planning process in
education for the Southern Cone of Latin America. Review and validation of programming
documentation in light of current policies and research priorities in education in
Argentina, Chile, Paraguay and Uruguay. A report identify education reform priorities and
potential Canadian avenues for future interventions.

World Summits and their
Relevance to Canadian Domestic Social Policies 
Activity: Identification of the lessons learned and the areas requiring further
analysis emerging from the World Summits which are relevant to Canadian social policy
priorities. A synthesis report examines the contributions to a round table workshop of key
Canadian stakeholders and discusses the experience of Canadian institutions and their
participation in Summit events

Regional Assessment of
Youth Livelihood and Employment Programs in L.A. 
Activity: Review and assessment of youth employment programs to identify best
practices and lessons learned. A team of SDP Associates carried out field
evaluations and produced country reports leading to a Regional Report on Youth Livelihood
and Employment Programs in Latin America submitted to the International Labour Office
(ILO). The fieldwork included one evaluation of a youth program in Chile (Dr Sergio
Martinic), two in Peru (Dr Carlos Eduardo Aramburu and Dr Enrique Vasquez) and one in
Uruguay (Dr Jorge Papadopoulos).

Reducing Poverty Through
Social Development
Activity: Review and assessment of CIDAs Policy on Poverty
Reduction and CIDAs Social Development Priorities: A Framework for
Action. The review examines the conceptual, operational and programming implications
of working under these frameworks as an input into CIDAs Third Roundtable on Poverty
Reduction and the Agency Poverty Reduction Strategy.

for Latin America and the Caribbean
Activity: Review and evaluation of the USAID-LAC Regional Education Strategy for
Latin America and the Caribbean in support of the Agency poverty reduction strategy.

education priorities and proposal of policy recommendations for a five-years plan.

Evaluation of PREAL. Program
for the Promotion of Educational Reform in Latin America and the Caribbean
Activity: Evaluation of the ongoing program activities of PREAL including the role
of its coordinating centers, the Program publication and dissemination strategy, its
capacity to respond to educational demands in the countries of the region. A report
present the findings and proposes policy recommendations to USAID.

Strategy Framework for
Programming in Education for the Americas 
Activity: Strategic policy review of the state of education in the region
identifying key education problems, challenges and issues as an input into the design of
CIDAs Americas Branch Education Strategy (ABES) for Latin America and the Caribbean.
The review identifies strategies and programming options, best practices, lessons learned
and relevant Canadian capacities, areas of comparative advantage and relevant
institutional expertise and resources in education.
